Does Kindle Unlimited work offline?
Reading a borrowed title needs no connection. Borrowing one does. Almost every complaint about this comes down to doing those two things in the wrong order.

Reading works offline. Borrowing does not. That single distinction answers almost every version of this question, and getting it in the wrong order — boarding a plane intending to borrow something once you are settled — is the mistake that produces the complaints.
What actually needs a connection
Three things, and only three. Borrowing, because it is a transaction with Amazon. Downloading, obviously. And syncing — your furthest page read, your notes and your highlights traveling between devices.
Everything else about reading a borrowed book is local. The text sits on the device, the reader software runs on the device, and no part of turning a page phones home. This is not a special property of Kindle Unlimited; it is how the Kindle ecosystem works, and the subscription rides on it.
Amazon's own Kindle app listing describes the mechanism plainly: “Kindle Unlimited and Amazon Prime members can select and download Kindle books directly in the app.” Once that download has finished, the connection has done its job.
Loading up before you travel
The borrow limit is generous enough that this is a solved problem if you do it in advance. Amazon's help page states you can “borrow up to 20 titles at a time from a wide selection of genres, all with no due dates”. Twenty titles, no expiry, is a fortnight's holiday reading loaded in one sitting on your own Wi-Fi.
Do it at home the night before rather than at the airport. Airport Wi-Fi is shared, throttled and usually behind a sign-in page, and a download that fails there fails silently. The same logic applies to the audio side of a trip, which is on audiobooks for a long flight.
Why a book sometimes vanishes anyway
Three causes, in rough order of likelihood.
- It never finished downloading. A nearly full device will start a download, run for a while and quietly stop. Check free space before loading several titles.
- The borrow was returned elsewhere. Returning from another device, or hitting the borrow limit and swapping something out, ends the loan everywhere. Access follows the loan, not the file — returning Kindle Unlimited books covers how that works.
- The title left the catalog. Amazon states that “titles in the Kindle Unlimited catalog can change at any time”. A title you already borrowed and downloaded is the safest position to be in, which is another argument for borrowing early rather than at the last minute.
The two-device problem
Syncing is the feature people forget is a network feature. Read forty pages on a phone in a tunnel and forty different pages on a tablet on the same evening, and the two devices have contradictory ideas about where you are. When they reconnect, one of them wins.

What the subscription does not change
Offline behavior is identical for books you bought outright. The difference is not the reading, it is the ownership: a purchased book stays after you stop paying, and a borrowed one does not. That is the whole distinction on what happens after you cancel, and it applies whether the device is online or not.
Which also means offline capability is not a reason to subscribe. It is a reason not to worry about subscribing, which is a different and smaller claim. Whether the subscription is worth the fee comes down to how much you read and what is in the catalog — is Kindle Unlimited worth it runs that honestly.
